Campus Parking Permits

Note: Traffic and Parking Regulations shall be enforced at all times. Parking permits are required to park in campus lots, at all times. 

Parking Permits 

Fall 2024 Parking Permits are now available for purchase.  Fall 2024 parking permits will be $20.00 and day passes will continue to be $1.00. When purchasing your permit, make sure you have your Student ID number and vehicle information (year, make, model, color, license plate number). 

To order a parking permit, students must already be registered students. If you are a new student, give it a couple days from registering as it might take a while before you are in the system. Permanent & Temporary Staff must be cleared for employment by Human Resources to obtain a permit. You might also have to give it a couple of days before your information is registered with the system. 

Porterville College parking permits are for the use of the assigned driver only. The assigned driver is responsible for all violations involving this permit, agrees to follow our Parking Rules & Regulations, understands that the parking permit remains the property of Porterville College, and agrees to present this permit at the request of any College Safety Officer. 

Parking permits are non-refundable and non-transferable. Parking on campus is first come, first served. A parking permit does not guarantee a parking space on campus. 

Theft, unauthorized use, or reproduction of this permit is subject to administrative disciplinary action. 

You must park according to posted parking signs, to marked zones (like red fire lanes, etc.), to these instructions, and to the California Vehicle Code. Violators may receive citations.

Permit Placement 

Parking Permit must be attached to and visible from the vehicle's rear-view mirror or placed on the vehicle's driver's side dashboard. 

The parking permit must be visible for inspection from outside the vehicle. The permit should not be in an area of window tinting or obstructed from full view in any way. Parking permits are not valid unless displayed on the vehicle properly during the time the vehicle is parked on campus. 

NOTE: Faculty, Staff & Students will receive a ticket if they park in the District or Visitor parking area. 

Traffic and Parking Regulations

Rules and Regulations

Students must have purchased a parking permit to park on any Porterville College campus lot. Permit must be valid and for the current Semester. 

• Any person displaying a valid Disabled Person Placard or Disabled Person License Plate may park in Disabled Person Parking spaces without a PC College parking permit. If all Disabled Person Parking stalls are full, you may park in any student or staff parking lot by displaying both a valid PC parking permit and a valid Disabled Person Placard or Disabled Person License Plate. 

• Parking permits are valid only when displayed in the proper manner in/on the vehicle. Proper posting of permits is as follows: Posted on the vehicles rea-view mirror or the driver’s side, lower left side of the windshield. 

• Parking on the Porterville College campus is in marked parking slots only. 

• Due to the design of the parking lots, No backed-in or Reverse parking is allowed. All vehicles must be parked Head-in only, within the two painted lines and not over the front painted limit line. This is to avoid any wrong way driving and to eliminate the opportunity for any head on collisions by failing to park “Head-in”. Head-in Parking is also referred as Nose-in or Face-in.

• Limited time (30 minutes) visitor parking is provided at the front of the college. Porterville College staff and/or students are NOT visitors or guests. 

• Guests/visitors using limited-time parking do not require parking permits parked during the allotted time frame. In case of extended visits, guest/visitor parking permits may be obtained at Campus Safety. The completed guest/visitor parking permit shall be placed in plain view atop the driver’s side of the dashboard. 

• All parking permits are the responsibility of the holder and/or purchaser and will not be replaced if lost or stolen. Report lost/stolen permits to campus security and complete an incident report, available from campus security or the Information Desk. 

• No person shall drive, park or leave standing any motor vehicle, motorcycle, moped or motor-driven cycle upon any area not designated for motor vehicle use including any lawn, athletic field, practice area, or sidewalk. 

• Read and obey all traffic and parking signs and markings. 

• Anyone receiving a citation is allowed to file an appeal contesting the action. Information is listed on the back of the citation. The decision from a submitted appeal is final. 

• The minimum fine for citations issued is $25.00. 

• Parking Defined: To park or leave standing any type of vehicle, whether occupied or not, other than for the purpose of, or while actually engaged in, loading, or unloading passengers and/or equipment. Vehicles shall not be parked or left standing, even though occupied by driver and/or passenger in a loading zone, disabled zone, limited-time zone or any other limited or restricted parking zone, other than that time specified by sign and/or curb markings, or areas not designed for use. 

Parking Lot Zones 

PC Campus has multiple Parking Zones and 3 designated Pick-up and Drop-off Zones: 

Student Parking: Unmarked parking stalls 

Staff Parking: Staff parking zones are reserved for PC employees with valid parking permits. 

District Only: Parking has been reserved for district vehicles displaying district “Exempt” plates. 

Law Enforcement Parking: Reserved for the exclusive use of law enforcement officers. 

Yellow Curbed or Painted Areas: Loading/Unloading passengers (3-min only), materials (30-min. maximum), May be used by employees, students, visitors, and/or vendors. 

Green Curbed or Posted Signs: For exclusive use of guests and/or visitors only. Limited to 30 minutes. 

Red Curbed, Painted Areas or Posted Signs: No Parking Any Time. Vehicles found stopped or left unattended in this area are subject to a citation and/or tow at vehicle owner’s expense. 

Blue Curbed, Painted or Posted Signs: Reserved for the exclusive use of ADA Disabled parking only. Vehicles parked in this area must have the appropriate signage and/or placards to avoid a citation. 

A.D.A. / Disabled Persons Parking 

Porterville College is committed to suitable parking for those with Disabled Person Placards or Disabled Person License Plates. These placards and license plates are issued by the State of California.

A.D.A/Disabled Persons Parking is available at all Porterville College campus parking lots. Spaces are marked in blue with the signage of the International Symbol of Access (wheelchair symbol). 

Any person displaying a valid Disabled Person Placard or Disabled Person License Plate may park in Disabled Person Parking spaces without a college parking permit. If all Disabled Person Parking stalls are full, you may park in any student or staff parking lot by displaying both a valid Porterville College parking permit and a valid Disabled Person Placard or Disabled Person License Plate. 

Misuse of Disabled Person Placards or Disabled Person License Plates may result in parking citations (with substantial fines), administrative disciplinary action, and/or seizure of misused placard/license plate, as defined by the California Vehicle Code. 

Students and Staff Parking 

Students 

• Student parking permits are required each semester to park in any student lot at Porterville College. 

Student Permit Costs (permit costs are subject to change.) 

- Fall or Spring Student: $20.00 

- Summer Student: $10.00 

- Veteran Students: Vouchers to receive a one-time semester permit for their first year of enrollment at Porterville College might be available at no extra cost to you if you meet qualifications (passes for subsequent semesters can be “earned”). Contact Veterans Resource Center (VRC) for more information.

• Students are allowed to purchase one parking permit per term. In the case of a lost or stolen permit, the student should notify College Safety, as soon as possible. The student will then have the option to purchase a replacement permit at half the price of the original. The original lost or stolen permit will be revoked, and the newly purchased permit will be reassigned. Students will be required to come into the College Safety office and speak with office staff to fulfill this request. 

• Permits are not to be shared with other persons. 

• Students may also obtain a Daily Permit for $1.00 at Mycampuspermit.com, select Porterville College and then click on “Daily Permits”. This pass is only valid in Student Parking lots only. 

Staff 

• Staff parking permits are required to park in any staff marked parking in all lots at Porterville College. 

• Temporary staff (adjunct faculty, employees on a Temporary Employment Agreement, etc.) are allowed a maximum of one parking permit valid through the duration of the term. Temporary staff must request a new permit each term. 

• Permanent staff (full time faculty, classified employees, managers, and administrators) are allowed a maximum of two parking permits valid through the duration of employment. 

• In the case of a lost or stolen permit, staff members should notify College Safety, as soon as possible. The staff members have the option to obtain a replacement permit (up to the maximum number allowed). The original lost or stolen permit will be revoked, a new permit will be reassigned. The staff member will be required to come into the College Safety office and speak with office staff to fulfill this request. 

• Permits are not to be shared with other persons. 

• Staff may also obtain a “Day Pass” parking permit for $1.00 at Mycampuspermit.com, select Porterville College and then click on “Daily Permits”. This pass is NOT valid in areas marked “Staff Parking”. 

Visitors, Guests, and Vendors 

Visitors 

• At Porterville College, visitor parking is timed at 30 minutes and does not require a parking permit. Visitor parking is available for visitors and guests, only. PC staff and students shall not park in designated visitor parking areas, failure to comply will result in a citation. 

• Visitors may also obtain a day-pass parking permit for $1.00 at Mycampuspermit.com. This pass will allow visitors to park in any student parking areas for the day issued only. 

Guests 

• For a “Guest Pass” requests ask your point of contact or contact Campus Safety for more information. 

• Guest Parking permits may be used to park in any student lot only. 

• Guest can also purchase a day pass for $1.00 at Mycampuspermit.com. 

• If your college business requires you to park in a staff parking lot, please ask your point of contact at PC to connect with College Safety to review the request. Comped parking in staff parking areas is extremely limited and is not guaranteed. 

PC Foundation 

• Foundation guests and/or key holders can contact the Foundation Office for Permit requirements.

Vendors 

• Porterville College vendors may purchase a day pass for $1.00 at Mycampuspermit.com or ask your point of contact to inquire with Campus Safety and request a promo code to cover the cost of parking fees. Each request is unique and will be subject to approval. 

Events Parking 

• Traffic and parking regulations will be enforced at all times. 

• Parking permits are required to park in any Porterville College lot at all times. This also applies to college-approved events parking. 

• If your event requires parking accommodations, please coordinate the details with Campus Safety. 

• Parking accommodations for events will require a funding account (FOAPAL) and will be billed to the department or area facilitating the event. 

• Events parking permit costs are charged at $1.00 per permit, per day. 

• Parking accommodations for event guests should be approved by Campus Safety before advertisement. Each request is unique, but College Safety will work to provide a parking solution. This may include access to Visitor, Vendor, & Special Guest permits, reserved parking, and/or other parking accommodations. 

 

Note: Any visitor, vendor, and/or special guest requiring access to the Porterville College campus interior must check-in at 1 of 3 places: 

1. Front Desk - Academic Center Building: 559-791-2200 Room: Lobby 

2. Shipping and Receiving - Maintenance and Operations Building: 559-791-2405 Room: MO-01 

3. Campus Safety – Maintenance and Operations Building: 559-791-2440 Room: MO-02 

Citations and Appeals 

• Parking violations are set by the State of California and other applicable local, State, and Federal laws. Citations for violations can be issued at any time. 

• The complete State of California Vehicle Code can be found on the California Legislative Information webpage.

Fines and Violations 

This is the list of fines that are associated with parking violations at Porterville College Campus lots and property. Violations are subject to change at any time. 

Permit Not Displayed - $25.00: Citation is issued for failing to properly display either your permit, temporary permit, or day pass on your rear-view mirror or on the lower corner of the driver’s side window. Motorcycles are exempt from having to display permit but must show to be registered with a valid semester permit when checked. 

Disabled Persons Placard Not Displayed - $275.00: Citation is issued for parking in a Disabled Persons marked parking spot without the proper placards displayed. 

Failure to Stop At Posted Sign - $25.00: Citation is issued for failing to stop at posted signs. 

Parked Over Time Limit - $25.00: Citation is issued for parking over the posted time frame. Visitor parking areas and areas with green colored painted curbs allow for 30 minutes maximum. 

Reckless Driving/Speeding - $50.00: Citation is issued for driving any vehicle carelessly and heedlessly in willful or wanton disregard of the rights or safety of others and without due caution and circumspection and at a speed or in a manner so as to endanger or be likely to endanger any person or property is guilty of reckless driving. 

Unlawful Parking - $25.00: Citation is issued for parking in a restricted area such as a fire zone, where signs are posted, in crosswalks, on sidewalks, or blocking a fire hydrant as dictated by area traffic laws. Partially blocking a sidewalk, in front of a driveway, within three feet of a sidewalk ramp for disabled persons, or In front of or on a curb that provides wheelchair access to a sidewalk. 

Warning - $25.00: Citation is issued as a caution explaining any particular violation the vehicle might be in violation of but are being provided the opportunity to correct it. Warnings can be issued for any violation and carry no monetary fine. 

Paying a Citation

Payments on citations issued by Porterville College must be paid within 21 days of the date of the citation. Not adhering to the time frame may result in additional penalties, a lien hold placed on your vehicle registration, vehicle impounding/immobilization, or other actions allowable by law. 

To pay your citation visit the Parking Management Bureau (PMB) webpage Payments can be made with a debit or credit card. You will need the following: 

• citation number 

• license plate number of the vehicle. 

Appeals

Appeals for parking citations issued by Porterville College must be submitted within 21 days of the date of the citation. PC has no obligation to respond to appeals received more than 21 days after the date of the citation. 

To appeal a citation, visit the Parking Management Bureau (PMB) webpage. You will have the opportunity to submit supporting documents with your appeal. 

Towing 

Multiple unpaid parking violations may result in the “TOWING” of the vehicle. If this occurs, all outstanding violations must be paid (including towing and storage costs) before the vehicle will be released. Towed vehicles will only be released to the owner of the vehicle. (State of California Vehicle Code, 22651.(i))

Other Motor Vehicle Rules & Regulations 

The following are several important motor vehicle rules and regulations. This may not be an exhaustive list and are subject to change at any time. 

• Owners and operators of vehicles on campus property must follow applicable California codes. For more information follow the links below:

• The maximum speed limit on campus roads is 15 miles per hour. 

• The Campus Interior is the parts of campus beyond designated campus roads that prioritizes pedestrian traffic to allow students, staff, and guests to navigate sidewalks, walkways, and other spaces between campus buildings and other communal spaces. To enter the campus interior with a vehicle, the owner or operator of the vehicle must contact College Safety at (559) 791-2440 or Maintenance and Operations at (559) 791-2405 before entering the campus interior. Vehicles (motor vehicles, carts, etc.) shall not enter the campus interior without the express permission of College Safety. 

• Vehicles (motor vehicles, carts, etc.) entering the campus interior must adhere to the maximum speed limit of 5 miles per hour. 

• Vehicles (motor vehicles, carts, etc.) shall not be parked or operated within 50 feet of any entrance or exit to a campus building or any stairwell. 

• Vehicles (motor vehicles, carts, etc.) shall not be parked or operated in a manner that obstructs (fully or partially) any gate, driveway, fire lane, red curb, etc. 

• Vehicles (motor vehicles, carts, etc.) shall not be parked or operated in a manner that obstructs (fully or partially) any designated walkway, ADA pathway, public way, roadway, service roadway, etc. 

• Vehicles (motor vehicles, carts, etc.) shall not be parked on any campus lawn without the express permission of College Safety. 

• Vehicles illegally parked on the campus property shall be issued citations consistent with the California Vehicle Code. 

• Motorcycles, mopeds, or any motor-driven cycle shall be parked in posted "Motorcycle Parking" zones only. (Bicycle racks are for bicycle parking only.) 

• No vehicle shall be parked in a manner taking more than one parking space. 

• All vehicles shall be parked with the front of the vehicle toward the front or top of the parking space, “Head-In.” 

• No driver or person shall throw, or allow to be thrown, any substances from a stopped or moving vehicle while upon or within the campus area. 

 

It is our hope that making you aware of campus parking rules and regulations will help you avoid receiving a parking violation citation.
