The Jeanne Clery Act
Porterville College serves many diverse communities, where maintaining a level of transparency around campus crime policy and statistics is required to keep our communities informed and safe.
In 1998, the Federal government passed the Jeanne Clery Disclosure of Campus Security Policy & Campus Crime Statistics Act, commonly referred to as the Clery Act. This law requires colleges and universities receiving federal funding to publish an annual report disclosing campus security policies and three years of selected crime and fire statistics, to make timely warnings to the campus community about crimes that pose an ongoing threat to students and employees, and to post a public crime log.
Campus Security Authority (CSA)
The Porterville College department of Campus Safety is the colleges’ Campus Security Authority, as defined by the Clery Act. Certain other college individuals may also serve as campus security authorities. These are individuals "to which students and employees should report criminal offenses." College Safety keeps record of this list.
Annual Security Report (ASR)
The Annual Campus Security Report details important efforts to prepare for, provide and enhance the safety needs of the community. The report meets federal requirements for annual reporting of incidents on campus. This includes the Higher Education Opportunity Act of 2008 related to the Jeanne Clery Act, emergency notification, and fire safety reporting. The purpose of the Clery Act is to provide students, families, and employees with accurate, complete, and timely information about campus safety so that they can make informed decisions. Porterville College is required to distribute an annual security report (ASR) every October 1st. This report discloses 3 years of campus crime statistics, detailed information about efforts to improve campus safety, and several policy statements.
Daily Crime Data & Reporting
Porterville College is required to release crime data for criminal offenses, Violence Against Women Act offenses, hate crimes, and arrests and referrals for disciplinary action. Crime reporting statistics include data on crimes that occur on the physical campuses, on campus housing, on public property within campus bounds, on public property immediately adjacent to the campus, and on non-campus buildings and property owned by the college. These areas are known as the crime reporting geography. This data is made available to the public on our Daily Crime Log.
Timely Warnings & Emergency Notifications
Porterville College is required to evaluate if any crime within the crime reporting geography poses a serious or ongoing threat to the campus community. This helps us determine when and how a timely warning notification should be issued to staff and students. When there is significant danger to the health and safety of the campus community, an emergency notification may be issued to the entire campus or to the specific area that is determined to be at risk.
Victim Rights, Options, & Resources
The Clery Act guarantees certain rights, options, and resources to victims of sexual assault, domestic violence, dating violence, and stalking. Porterville College provides several prevention education resources to students and employees related to these crimes, including printed and electronic materials, as well as in-person or online workshops. Victims of these types of crimes will be provided a written explanation of their rights and options available to them, with included information about counseling, legal, and law enforcement services.
